Terms & Conditions
These Terms and Conditions govern access to and use of the Blevins Legislative Docket Manager, including its legislative information website, agenda management tools, records access features, staff workflows, publication tools, and related online services, collectively referred to as the “System” or “Site.” By accessing, browsing, registering for, or using the System, you agree to comply with these Terms and Conditions. If you do not agree, you must not use the System.
For purposes of these Terms and Conditions, “legislative docket” means the collection, tracking, scheduling, review, publication, and recordkeeping of legislative items, agenda materials, Board actions, policies, ordinances, resolutions, minutes, votes, public notices, committee items, staff reports, and related governance records considered by or maintained for the Board of Governors. The System is not a judicial case management system and does not create, manage, or maintain court records.
1. Purpose of the System
The System is provided to support public access, internal administration, legislative tracking, agenda preparation, policy management, and official recordkeeping for the Board of Governors.
The System may include, but is not limited to:
Ordinances;
Resolutions;
Board policies;
Meeting agendas;
Meeting minutes;
Staff reports;
Public notices;
Legislative files;
Agenda items;
Committee items;
Votes and action summaries;
Supporting attachments;
Public hearing materials, when applicable;
Administrative memoranda;
Historical legislative records; and
Other materials related to Board governance and legislative action.
The System is intended to improve transparency, public access, administrative efficiency, agenda coordination, legislative workflow management, and records accessibility. It is not intended to replace the certified official records maintained by the Office of the Clerk of the Board or other designated records custodian.
2. Acceptance of Terms
By accessing or using the System, you acknowledge that you have read, understood, and agreed to these Terms and Conditions.
If you use the System on behalf of a department, agency, office, governmental body, organization, contractor, or other entity, you represent that you are authorized to do so and that such entity agrees to be bound by these Terms and Conditions.
The Board of Governors may restrict or deny access to the System to any user who violates these Terms and Conditions, applicable law, Board policy, security requirements, or operational rules.
3. Official Records
The official record of Board legislative actions, meetings, proceedings, policies, ordinances, resolutions, minutes, votes, and adopted documents is maintained by the Office of the Clerk of the Board or other designated custodian of records.
Although reasonable efforts are made to keep the System accurate, complete, and current, information published through the System may contain errors, omissions, formatting issues, delays, broken links, outdated versions, duplicate entries, incomplete attachments, or other inaccuracies.
Materials available on the System do not constitute the certified official record unless expressly identified as such by the Office of the Clerk of the Board.
In the event of any discrepancy between information available through the System and the certified official record on file with the Office of the Clerk of the Board, the certified official record shall control.
Users seeking certified copies, official confirmations, historical record verification, or legally authoritative versions of Board records should contact the Office of the Clerk of the Board.
4. Public Access and Permitted Use
Publicly available materials on the System may be viewed, printed, downloaded, referenced, and used for personal, informational, educational, civic, governmental, research, archival, journalistic, or non-commercial purposes, subject to these Terms and Conditions and applicable law.
You may not use the System or its content in a manner that:
Misrepresents official Board action;
Falsely implies endorsement, approval, or sponsorship by the Board of Governors;
Alters, republishes, or presents materials in a misleading or deceptive manner;
Interferes with public access to the System;
Violates intellectual property, privacy, confidentiality, public records, or information security requirements;
Uses System content for unlawful, fraudulent, harassing, abusive, or discriminatory purposes; or
Commercializes System content in a way that implies ownership of official Board records or exclusive access to public information.
5. No Legal, Legislative, or Professional Advice
Information provided through the System is made available for public access and informational purposes only.
The System does not provide legal advice, legislative advice, lobbying advice, compliance advice, professional advice, or an official interpretation of any ordinance, resolution, policy, rule, regulation, proceeding, meeting action, vote, agenda item, or Board decision.
Users should consult the Office of the Clerk of the Board, legal counsel, compliance officers, records officers, or other appropriate officials for questions concerning official records, legal effect, procedural requirements, deadlines, public records requests, open meeting requirements, or compliance obligations.
6. User Accounts and Authorized Access
Certain features of the System may be restricted to authorized Board members, officers, staff, administrators, department users, committee staff, contractors, vendors, or other approved users.
Restricted access may require a valid account, password, multifactor authentication, assigned role, administrative approval, network authorization, or other security measure.
You are responsible for all activity conducted through your account. You agree to:
Maintain the confidentiality of your login credentials;
Use only accounts assigned to you;
Keep account information accurate and current;
Log out of shared or public devices;
Immediately report suspected unauthorized access, misuse, compromise, or security incidents;
Follow applicable Board security policies and user access requirements; and
Use restricted features only for authorized Board-related purposes.
You may not share credentials, use another person’s account, impersonate another user, bypass access controls, disable security features, or attempt to access any portion of the System for which you have not been authorized.
7. Staff, Board Member, and Internal Use Features
Internal staff, Board member, and administrative features of the System are provided only for authorized governmental, operational, legislative, recordkeeping, policy-development, or administrative purposes.
Users with internal access must comply with all applicable laws, Board policies, confidentiality requirements, ethics rules, records retention requirements, information security standards, administrative procedures, and supervisory instructions.
Internal notes, drafts, privileged communications, confidential materials, restricted attachments, workflow comments, administrative reviews, unpublished agenda items, security-sensitive information, and other non-public records may not be disclosed, copied, exported, altered, distributed, or published except as authorized by law, Board policy, or an appropriate official.
Access to internal features does not grant authority to speak for the Board of Governors, approve legislative items, certify records, release confidential information, or modify official records unless such authority has been separately granted.
8. Acceptable Use
You agree not to use the System to:
Violate any applicable federal, state, local, administrative, contractual, or Board requirement;
Interfere with, disrupt, damage, overload, or impair the System or its supporting infrastructure;
Attempt to gain unauthorized access to accounts, restricted records, servers, networks, databases, workflows, or administrative functions;
Probe, scan, test, bypass, or defeat security controls without authorization;
Introduce viruses, malware, ransomware, spyware, worms, scripts, corrupted files, malicious code, or harmful technology;
Scrape, crawl, harvest, index, or extract data in a manner that degrades performance, circumvents restrictions, or violates posted instructions;
Use bots, scripts, automated tools, or bulk download methods that impair System availability or interfere with normal operations;
Falsify identity, misrepresent affiliation, impersonate any person or entity, or disguise the origin of a communication;
Upload, submit, transmit, or distribute unlawful, defamatory, abusive, threatening, obscene, discriminatory, harassing, fraudulent, misleading, or otherwise improper content;
Alter, manipulate, remove, or misuse public records or System content in a misleading or deceptive manner;
Submit false, incomplete, or misleading information into legislative workflows;
Use the System for commercial solicitation, spam, phishing, unauthorized advertising, or unrelated promotional activity;
Reverse engineer, decompile, disassemble, copy, or attempt to derive source code from the System except as permitted by law;
Interfere with another user’s access to or use of the System; or
Use the System for any purpose inconsistent with public access, legislative administration, Board governance, or official recordkeeping.
The Board of Governors may take appropriate action in response to unacceptable use, including limiting access, suspending accounts, removing content, referring matters for investigation, preserving logs, or pursuing legal remedies.
9. Submitted Information and Public Records
Information submitted through the System may become part of the records of the Board of Governors and may be subject to disclosure under applicable public records, transparency, open meeting, archival, discovery, audit, or records retention laws.
Do not submit confidential, privileged, sensitive, personal, protected, security-sensitive, or legally restricted information unless you are authorized to do so and the System specifically permits such submission.
Users are responsible for the accuracy, appropriateness, and legality of information they submit.
The Board of Governors is not responsible for the disclosure of information submitted by users in a manner inconsistent with applicable law, posted instructions, Board policy, or System warnings.
Submission of information through the System does not guarantee that the information will be included on an agenda, accepted as part of the official record, reviewed by the Board, published publicly, or acted upon by any official.
10. Public Comments and Communications
The System may allow users to submit public comments, written testimony, agenda item feedback, meeting-related communications, or other materials for Board consideration.
Public comments and submitted communications may be reviewed, retained, published, redacted, rejected, or removed in accordance with applicable law, Board policy, meeting rules, records requirements, and administrative procedures.
The Board of Governors may decline to publish, may remove, or may restrict content that is unlawful, threatening, abusive, discriminatory, obscene, harassing, defamatory, unrelated to Board business, duplicative, spam, malicious, or inconsistent with applicable participation rules.
Submission of public comment does not guarantee that the comment will be read aloud, displayed during a meeting, included in a specific agenda packet, or considered before a particular vote unless required by applicable law or Board procedure.
11. Privacy and Security
Use of the System may involve the collection, processing, logging, and retention of certain information, including account information, login activity, access records, IP addresses, browser information, device identifiers, timestamps, usage activity, search activity, uploaded materials, workflow actions, and security-related events.
Such information may be used for System administration, user authentication, security monitoring, auditing, troubleshooting, compliance, records management, operational improvement, public records processing, and other lawful governmental purposes.
The Board of Governors uses reasonable administrative, technical, and physical safeguards to protect the System. However, no online system can be guaranteed to be completely secure, uninterrupted, or error-free.
Users are responsible for using reasonable caution when accessing the System, safeguarding their devices and credentials, and promptly reporting suspected security incidents.
12. System Availability
The Board of Governors intends to make the System reasonably available, but does not guarantee uninterrupted, timely, secure, or error-free operation.
The System may be unavailable, delayed, restricted, modified, or discontinued due to maintenance, upgrades, cybersecurity events, network failures, emergencies, software defects, vendor issues, high traffic, power outages, administrative decisions, or other circumstances.
The Board of Governors is not responsible for missed deadlines, delayed submissions, inability to access materials, unavailable records, incomplete downloads, failed uploads, interrupted sessions, or other consequences arising from System unavailability or technical problems.
Users are responsible for complying with applicable deadlines and should not rely solely on the System when official confirmation, certified records, or time-sensitive action is required.
13. Third-Party Links and Services
The System may include links to third-party websites, external databases, vendor services, maps, document viewers, streaming platforms, payment services, or other external resources.
Third-party services are provided for convenience only. The Board of Governors does not control and is not responsible for third-party content, availability, accuracy, privacy practices, security, accessibility, or terms of use.
Use of third-party services may be subject to separate terms, policies, and conditions.
14. Intellectual Property and Ownership
Unless otherwise stated, the System design, software, interfaces, workflows, graphics, logos, organization, metadata structure, and related technology are owned by or licensed to the Board of Governors, Blevins Holdings, or their authorized vendors and are protected by applicable intellectual property laws.
Public records and official Board materials made available through the System may be used as permitted by applicable law and these Terms and Conditions.
You may not copy, reproduce, modify, distribute, sell, lease, sublicense, exploit, or create derivative works from protected System software, design elements, trademarks, service marks, trade names, proprietary workflows, or non-public materials without written authorization.
No right, title, or interest in the System or its protected components is transferred to any user by virtue of access or use.
15. Accessibility
The Board of Governors is committed to providing reasonable access to legislative records and public information.
Users who experience difficulty accessing materials through the System or who require assistance with accessible formats should contact the appropriate Board office, Clerk of the Board, accessibility coordinator, or designated support contact.
The Board of Governors may provide alternative access to certain records or materials where required by applicable law or policy.
16. Records Retention and Archiving
Records available through the System may be retained, archived, corrected, removed, replaced, superseded, or reorganized in accordance with applicable records retention schedules, archival rules, Board policy, legal requirements, and administrative needs.
The appearance or disappearance of a record on the System does not determine whether the record exists, has been retained, has been destroyed, or is part of the official record.
Users seeking official historical records, certified copies, retention information, or archived materials should contact the Office of the Clerk of the Board or other designated records custodian.
17. Corrections and Updates
The Board of Governors may correct, update, supplement, reorganize, replace, remove, or revise System content at any time without prior notice.
Corrections may be made to address typographical errors, formatting issues, broken links, duplicate records, incomplete attachments, inaccurate metadata, outdated materials, accessibility concerns, or other administrative issues.
The Board of Governors is not obligated to preserve inaccurate, outdated, duplicate, or superseded versions of materials on the public-facing System, except as required by applicable records laws or retention requirements.
18. Disclaimer of Warranties
The System and all materials made available through it are provided “as is,” “as available,” and without warranties of any kind, whether express, implied, statutory, or otherwise.
To the fullest extent permitted by law, the Board of Governors disclaims all warranties, including warranties of accuracy, completeness, timeliness, reliability, availability, security, non-infringement, merchantability, fitness for a particular purpose, and uninterrupted operation.
The Board of Governors does not warrant that the System will be error-free, current, complete, secure, virus-free, compatible with all devices, or continuously available.
19. Limitation of Liability
To the fullest extent permitted by law, the Board of Governors, Blevins Holdings, their officers, members, employees, agents, contractors, vendors, affiliates, and representatives shall not be liable for any direct, indirect, incidental, consequential, special, exemplary, punitive, or other damages arising out of or related to use of, reliance on, or inability to use the System.
This limitation includes damages related to inaccurate information, incomplete records, delayed publication, unavailable materials, failed submissions, unauthorized access, data loss, service interruption, security incidents, third-party services, or reliance on non-certified records.
Nothing in these Terms and Conditions shall be construed to waive any immunity, defense, limitation, or protection available to the Board of Governors or related parties under applicable law.
20. Indemnification
To the extent permitted by law, you agree to indemnify, defend, and hold harmless the Board of Governors, Blevins Holdings, their officers, members, employees, agents, contractors, vendors, affiliates, and representatives from and against any claims, liabilities, damages, losses, costs, and expenses, including reasonable attorney fees, arising from or related to:
Your use or misuse of the System;
Your violation of these Terms and Conditions;
Your unauthorized access to restricted areas or records;
Your submission of unlawful, inaccurate, misleading, confidential, or improper information;
Your violation of any applicable law, policy, or third-party right; or
Any activity conducted through your account.
This section applies only to the extent permitted by applicable law.
21. Suspension or Termination of Access
The Board of Governors may suspend, restrict, revoke, or terminate access to the System, in whole or in part, at any time and without prior notice when necessary to protect security, integrity, availability, confidentiality, legal compliance, public access, or orderly administration.
Access may be limited or removed for violations of these Terms and Conditions, suspected misuse, unauthorized access, security concerns, inactive accounts, employment or role changes, vendor changes, administrative reasons, or legal requirements.
Termination of access does not affect any obligations that by their nature should continue, including confidentiality, records obligations, intellectual property protections, disclaimers, liability limitations, and indemnification.
22. Changes to These Terms
The Board of Governors may revise these Terms and Conditions at any time.
Updated Terms and Conditions may be posted on the System or otherwise made available. Continued access to or use of the System after updates are posted constitutes acceptance of the revised Terms and Conditions.
Users are responsible for reviewing these Terms and Conditions periodically.
23. Governing Law
These Terms and Conditions shall be governed by and interpreted in accordance with the laws, rules, policies, and procedures applicable to the Board of Governors and its operations, without regard to conflict-of-law principles.
Any dispute arising from or related to the System shall be handled in the appropriate forum with jurisdiction over the Board of Governors, subject to applicable immunities, administrative procedures, claim requirements, and legal defenses.

Questions concerning official records, certified copies, agenda materials, meeting records, public access, public comments, corrections, accessibility assistance, or System use should be directed to the Office of the Clerk of the Board or other designated Board office.
Technical questions concerning account access, login issues, security concerns, or System functionality should be directed to the designated System administrator or support contact.
25. General Provisions
If any provision of these Terms and Conditions is found to be invalid, unlawful, or unenforceable, the remaining provisions shall continue in full force and effect.
Failure by the Board of Governors to enforce any provision of these Terms and Conditions shall not constitute a waiver of that provision or any other provision.
These Terms and Conditions constitute the general terms governing access to and use of the System, subject to any additional notices, policies, procedures, or agreements that may apply to specific features or users.
26. Legal Review
These Terms and Conditions are provided as a general administrative template and are not legal advice. They should be reviewed and approved by qualified legal counsel before adoption, publication, or reliance.
