Summary
In accordance with BP 2350 Speakers and Public/Stakeholder Presentations, each speaker addressing the Board of Governors of Blevins Holdings LLC shall be permitted a maximum of four (4) minutes per topic. Public and stakeholder presentations on any one subject shall be limited to a total of twenty (20) minutes, regardless of the number of speakers requesting to address the Board of Governors on that subject. The Board of Governors shall take no action on public or stakeholder presentations except to refer the matter to the Chief Executive Officer, Corporate Secretary, appropriate Board committee, or other designated executive officer for review, response, investigation, or follow-up, as appropriate. No presentation shall require immediate debate, deliberation, or decision by the Board of Governors unless the matter has been properly noticed, docketed, and placed on the agenda in accordance with applicable Board policy, the Company’s governing documents, and any applicable law or regulatory requirement. Items Not on the Agenda Individuals who wish to address the Board of Governors regarding a matter not listed on the meeting agenda shall submit a Request for Public or Stakeholder Presentation — Non-Agenda Item Form, also referred to as a blue card, to the Office of the Corporate Secretary or designated Board staff prior to the commencement of the meeting. Presentations concerning matters not on the agenda are received for informational, oversight, referral, or administrative follow-up purposes only. The Board of Governors shall not deliberate or take final action on such matters during the meeting, except to refer the matter for appropriate handling. Items on the Agenda Individuals who wish to address the Board of Governors regarding a matter listed on the meeting agenda shall submit a Request for Public or Stakeholder Presentation — Agenda Item Form, also referred to as a white card, to the Office of the Corporate Secretary or designated Board staff prior to the commencement of the meeting. Requests to speak on agenda items may also be submitted later during the meeting, provided that the request is submitted before the Board of Governors begins consideration of the agenda item. The presiding officer may recognize speakers at the appropriate time, consolidate substantially similar comments, enforce time limits, and maintain orderly conduct of the meeting.
